When are the measures being introduced?

These are the latest timescales for HIPs and EPCs.

EPC Schedule
1st August 2007
HIPs (which must include an EPC) mandatory for marketing homes with 4 or more bedrooms. 'First Day Marketing' applies*.
10th September 2007
HIPs & EPCs mandatory for homes with 3 bedrooms.
14th December 2007
HIPs & EPCs are mandatory for all homes (flats, maisonettes and houses).
   
6th April 2008
EPCs required on construction for all dwellings.
EPCs required on the sale of dwellings built to 2006 standards.

6th April 2008

EPCs required for the sale or rent of buildings other than dwellings with a floor area over 500 m2.
EPCs required on construction for all non-dwellings.
Display certificates required for all public buildings >1,000 m2.

31st May 2008

1st October 2008

'First Day Marketing' ceases.

EPCs required on the sale or rent of all remaining dwellings.
EPCs required on the sale or rent of all remaining buildings other than dwellings.

4th January 2009

First inspection of all existing air-conditioning systems over 250 kW must have occurred by this date.

4th January 2011

First inspection of all remaining air-conditioning systems over 12 kW must have occurred by this date.

*  'First Day Marketing' enables instant marketing (without a HIP) provided that the pack has been requested in writing (and is accompanied by the appropriate payment or an undertaking to make the payment) and it is expected to become available within 28 days. The duty to provide a HIP does not then arise until the energy performance certificate (EPC) is obtained.  The EPC must be obtained before exchange of contracts.

Once the EPC is obtained, the HIP should be made available as soon as possible.
